Exchange would facilitate future transfer of lands to Clark County for public park; meeting will allow for remote participation
The Washington State Department of Natural Resources is planning a public presentation and hearing June 28 in Battle Ground to discuss a proposed inter-trust exchange that would allow for the future transfer of 80 acres of land to Clark County to create a public park around a portion of the Moulton Falls Trail south of Yacolt.
For those who choose to not participate in person, a Zoom webinar option is available for remote participation. Attendees need to register in advance of the public hearing.
DNR proposes to exchange 80 acres of land that supports the Common School Trust, which is managed to fund K-12 school construction across Washington state, for 202 acres of equal-valued State Forest Land in the area that is managed to support local services in Clark County. All parcels involved in this proposed transaction would remain in state ownership.
The transaction would allow for a subsequent reconveyance of the 80 acres to Clark County to create a public park along part of the Moulton Falls Trail, while keeping the Common School Trust whole financially.
Under state law, only State Forest Trust properties may be transferred through the reconveyance mechanism, but state law permits DNR to propose inter-trust exchanges to meet the needs of the trust beneficiaries.
DNR encourages written testimony from interested parties. Attendance at this meeting is not required to testify regarding this exchange, and written testimony is equivalent to in-person verbal testimony.
DNR will provide hearing testimony locations at a safe distance from other participants. No food or drink will be allowed at this event.
All prospective attendees are asked to stay home if they have a fever, cough, shortness of breath or difficulty breathing, loss of taste or smell, or exposure to someone with a confirmed case of COVID-19.
