While the most recent review showed the greater Portland urban growth boundary has enough land for the next two decades of growth, some areas have not moved forward with the needed planning and urban services required to encourage new housing and businesses.
Tigard has proposed a new community in existing urban reserves that can be developed in the near future. Metro is exploring adding Tigard’s River Terrace 2.0 area to the urban growth boundary, while removing land from the boundary in an area that has so many challenges that it is unlikely to provide substantial new housing or jobs needed for the next 20 years. Metro's chief operating officer has made a recommendation for where 350 buildable acres could be removed from the urban growth boundary to allow for the River Terrace 2.0 development to proceed. The options offered in the recommendation comprise 1) an area in unincorporated Clackamas County, east of Southeast 242nd Avenue and north of Highway 212, 2) an area in unincorporated Clackamas County, east of Southeast 242nd Avenue and north of Southeast Hoffmeister Road. and 3) a combination from both areas that would meet the 350 buildable acre need.
Comments will be recieved through Thursday, Nov. 3, 2022. The Metropolitan Policy Advisory Committee will hear public comments at its Wednesday, Nov. 9 meeting ahead of its recommendation to Metro Council.
