LUZERNE COUNTY (WBRE/WYOU) — Police in Luzerne County are investigating a shooting that took place during a child custody exchange where a man was shot in the leg and suffered non-life-threatening injuries.

State police tell 28/22 News the investigation into a shooting that took place during a child custody exchange last night is moving forward.

It happened near Hazleton, troopers say one man was wounded.

The child and the mother were not hurt, but that shooting has prompted law enforcement agencies to advise people to use safe zones in such custody exchanges.

Law enforcement officials tell 28/22 News that by far the majority of child custody exchanges are carried out with no problems, but in many cases, emotions can run high.

They advise people to take safety measures including making those exchanges in front of police departments.

“I just think that people need to realize you know you’re in a situation where you’re number one priority is obviously your children,” said District Attorney Sanguedolce.

State troopers say Rusheittia Wilson was exchanging custody of her 4-year-old daughter with Joseph Fabio Feliciano near Turkey Hill on Route 924.

A physical confrontation broke out and a single shot was fired from a 9-millimeter pistol.

Felciano was shot in the leg he was taken to a hospital with a non-life-threatening injury. The child and Wilson were not injured.

District Attorney Sanguedolce says families in custody situations should use so-called safe zones.

“Especially if you’re in a contentious situation.but all of them involve a lot of angry and fighting but generally you will know when you’re in that type of situation. We recommend that those exchanges be made at a police station,” explained D.A. Sanguedolce.

In fact, some police departments, like the Kingston Township police have set up designated child custody exchange zones in front of their departments while other police departments like Pittston may not have a designated area they still advise families to come to their police departments.

“They don’t necessarily have to contact us..they can show up right in front of city hall and do the custody exchange and we recommended if there is a problem with parents or guardians being civil,” added Chief Kyle Shumosic from the Pittston Police Department.

Marsha Pigga is executive director of the Domestic Violence Service Center in Luzerne County.

She says drama can play out even the most amicable child custody cases.

“These can be some of the most emotionally traumatic experiecnnes and very dangerous. Especially of there is a history of domestic violence typically tensions escalate in custody exchanges if there’s been a history of poor communications,” said Pigga.

Charges have not been filed in connection with the hazle township shooting
