RED BLUFF, Calif. - Two people are in jail in Tehama County following a possible kidnapping and ransom exchange, said Red Bluff Police Sergeant Ruben Murgia on Sunday.
The incident happened on Saturday, Sept. 5, 2020. Just after 11:00 a.m. Red Bluff police were informed that a person was kidnapped out of state, and was being driven to Red Bluff for a ransom exchange. The victim was described in a press release as being a 30-year-old man from the state of Oregon.
Officers said they located a vehicle of interest on the 500 block of Adobe Road. Sergeant Murgia said a traffic stop was conducted. The driver was 45-year-old David Scott from Grants Pas,s Oregon.
Murgia said Scott drove away from the traffic stop with an officer still holding on to the side of his vehicle. The officer stood on the running boards while Scott drove away from the traffic stop at a speed estimated at 50 mph. The officer was carried approximately 400 feet, according to police, who said Scott swerved several times. Police said as the vehicle neared Interstate 5 the officer hanging on the vehicle pulled his service weapon and ordered Scott to stop the vehicle.
Police said Scott did stop but then tried to leave on foot. He was then captured and taken into custody.
Officers said in a press release that during the investigation law enforcement determined that Scott had exchanged the victim for ransom, just as the officer arrived in the area for the traffic stop. He was arrested and is being held on two million dollars bail. His initial charges include attempted murder, kidnapping and resisting peace officers.
Scott has a passenger in his vehicle. Krystina Queen from Cave Junction, Oregon. She was arrested after officers determined she was involved with the kidnapping, according to Sergeant Murgia. Queen, a 23-year-old, is being held on $50,000 bail. She was charged with felony kidnapping.
Two officers and suspect David Scott all received minor injuries during the incident, said police.
Officers from the California Highway Patrol, the Tehama County Sheriff's Office, the Federal Bureau of Investigation, and Tehama County Bureau of Investigation all assisted with the incident and the investigation that followed.
