“They have applied to the Lessard-Sams Outdoor Heritage Council for funds to purchase lands protecting cold-water creek areas that basically drain into the Leech Lake water district,” explained County Land Commissioner Mark “Chip” Lohmeier at Tuesday’s county board meeting.
If the funds are awarded, Lohmeier said two parcels have been identified within Hubbard County for purchase. SWCD would buy the land, then grant it to the county.
One is an 80-acre parcel on State Hwy. 64, north of Kabekona Lake and by County 93. There’s tax-forfeited land to the south and to the north, Lohmeier said, plus Potlatch land nearby. “It provides connections between the two tax-forfeited parcels we already have.”
The other property is 240 acres in White Oak Township. “It connects a township road on the north with tax-forfeited land that currently we have no access to. It’s by Steel Lake, down on CSAH 12,” Lohmeier said.
County commissioner Tom Krueger asked if the land transfer would result in no net loss to the county, per policy.
Lohmeier said the county would not receive Payment in Lieu of Taxes (PILT), but would see proceeds from timber sales and gain legal access to existing public lands. “Certainly, we would take a closer look at dollar values and what’s the potential out there,” he said.
The board approved the low bid from EnviroTech Services Inc. of Greeley, Colo. for the purchase of liquid calcium chloride in 2021. The cost will be $663,390.
“We’ve worked with EnviroTech a lot in recent years. They do a nice job for us,” said County Public Works Coordinator Jed Nordin.
He noted the cost will be broken down by $408,000 to the county and $250,000 to townships.
Nordin said EnviroTech offered an alternative bid for a product called Durablend, “which has less leaching and less chloride content.”
Nordin said the county will pick three or four roads to experiment with the new product and see how it performs.
He pointed out that liquid calcium chloride is 99 cents per gallon, while the Durablend is $1.18.
County commissioner Char Christenson made the motion to approve the bid, noting that residents have asked the county to try something different.

Approved a $9,552.50 quote from Newman Signs Inc. of Jamestown, N.D. for road signs and posts for 2021. “We reload our inventory,” explained Nordin.

Approved TrueNorth Steel of Fargo’s quote for 15-inch, 18-inch and 24-inch metal culverts for 2021, totalling $17,255.

Approved a $400,872 bid for aggregate surfacing in the north end of the county. The lowest of four bids was from Swenson Aggregate and Construction LLC of Pine River. Nordin mentioned that Fern Township will use some of the gravel as well.

Approved a $715,346 bid to replace CSAH 16 bridge by Gerit Hanson Contracting of Blackduck. Nordin said the county will receive state bonding on it, but the quote was 35 percent over the estimated cost, “which really isn’t surprising when you see what’s going on with metal pricing right now.” Nordin said additional $75,000 in funds will be requested from the state, “so it’s not the county eating all that.”

Approved a $34,066 quote for replacing GPS equipment for the county land survey department. The bidder was Frontier Precision Inc. of Waite Park.

Approve a chip seal coating bid for County State Aid Highways 8 and 46. Of three quotes, Asphalt Surface Technologies Corp. of St. Joseph had the low bid at $55,891.

Approved the $2,544 quote from Bob’s Econo Pump of Bemidji for rental and weekly servicing of four portable restrooms for public accesses and public beaches on Stony Lake, Garfield Lake, Fishhook Lake and Long Lake.

Approved a private easement for James and Molly Wurst and another easement to Michael and Billi Zupan across tax-forfeited land in Section 28, Lake Alice Township.

Approved a $10,838 quote to purchase and install a cart tipper onto a packer truck in the county solid waste department. The seller is Sanitation Products, Inc. of Fargo. Solid Waste Administrator Josh Holte explained that recycling barrels are being replaced with carts throughout the county.

Apportioned 30 percent of the net proceeds from 2020 tax-forfeited sales fund, in the amount of $149,655, to the forest development account to be used to improve the health and management of forest resources.

Apportioned 20 percent of the net proceeds from 2020 tax-forfeited sales fund, in the amount of $99,770, to the recreation account to be used for the acquisition and maintenance of county parks or recreational areas.
