- The Los Angeles Network for Enhanced Services (LANES), a nonprofit health information exchange (HIE), announced a connection to the Controlled Substance Utilization Review and Evaluation System (CURES) prescription drug monitoring program (PDMP) database, which tracks all controlled substances dispensed to patients across California.
Through this connection, LANES providers can access the CURES database through the community-based HIE that’s connected to more than 500 health systems.
In 2018, roughly 45 percent of drug overdose deaths in California were caused by opioids. Since the start of COVID-19, more than 30 states reported an increase in opioid-related deaths.
“California took a major step forward improving patient care and safety by implementing easier and fast access to the CURES PDMP. The LANES team quickly connected this utility to help our local providers access this information in one place, without toggling between siloed technologies to monitor conditions and save lives,” Ali Modaressi, CEO of LANES, said in a statement.
“In this unprecedented time, we cannot neglect our vulnerable patients struggling with opioid addiction. Our continued focus is to create solutions that strengthen access to critical sources of patient data and healthcare community collaboration to benefit the LA County population.”
PDMPs are state-run electronic databases that have been deployed in 49 states. The program collects data from pharmacies on Drug Enforcement Agency (DEA) controlled substances and prescription drugs that are dispensed to patients.
Prescribers use PDMPs each time they write prescription. It creates a record for the patient so that healthcare providers can understand a patient’s full prescription drug history.
The tool aims to improve prescribing practices, target treatment to at-risk patients, and mitigate the risk of potential abuse or fraud by patients who obtain prescriptions from multiple providers. Providers can review the data prior to prescribing opioids to intervene if there are signs of misuse or abuse.
In 2016, California passed a law that required all prescribers and pharmacists to check the CURES PDMP database prior to prescribing a patient for the first time. Once the law was passed, the California Department of Justice approved the use of health IT to retrieve the CURES database.
Prior to this integration, CURES was utilized as a separate utility that was difficult to use and resulted in administrative burden. Users had to enter a unique DEA registration number, ID, and password each time they used the system. Now, users can easily conduct patient queries via the LANES HIE to view patient narcotic history.
“Our physicians are already testing the integration of the CURES database,” concluded Modaressi.
“Connectivity to CURES through LANES eliminates another step in provider workflow, making quick access to important prescription data even more efficient. LANES participants do not need a separate system to view this data or meet regulatory obligations.”
With providers connecting and exchanging health information using separate platforms, such as HIEs, safety and security is vital and more complex than ever before.
In late-May, LANES announced it earned HITRUST Common Security Framework (CSF) Certification, required by CSF 9.2.
LANES is in the process of developing a comprehensive privacy program that securely exchanges protected health information. This data can be accessed by the HIE’s participants in Los Angeles County.
Version 9.2 of HITRUST CSF recognizes new privacy and security standards. By earning this certification, LANES demonstrates its ability to meet those key regulatory and industry-defined standards.
“With the healthcare industry threatened by constant cyberattacks and data breaches, we've made security a top priority maintaining the PHI provided by our HIE provider participants and partners,” said Modaressi at the time of the certification.
“We purposefully architected security into the HIE platform as it was being built instead of bolting it on as an afterthought. The HITRUST CSF accreditation assures that the LANES team is managing the multitude of security, privacy and regulatory challenges facing the healthcare industry.”
HITRUST CFS is the most widely adopted security framework and certification organization in the country. It is continually updated with new federal requirements, highlighted by HIPAA, CMS, and HITECH.
